Michaela Baur, born in 1966 in Stuttgart, Germany, studied political science and economics in Marburg, Frankfurt and Berlin. Her professional focus is on labor market policy and technical and vocational education and training (TVET). After graduation she worked in the fields of applied science, consultancy and technical cooperation.
Since 2002, Baur has worked for GTZ, Germany's agency for international cooperation, which has been known as GIZ (Gesellschaft für Internationale Zusammenarbeit mbH) since 2011. From 2002 to 2008, Baur was program director of several TVET and labor market programs in China. Since 2008 she has been leading the section “TVET and Labor Market” in the Sectoral Department of GIZ´s headquarters in Eschborn, Germany.
